I'll try to use an inverted tapping drill bit.
I'm thinking of drilling a pre-hole and then drilling an invariant tapping drill. It should work. Thanks for your advice.

The anchor is hollow so the splines of the flat bolt head are only held in place by a few millimeters of the anchor. I stuck my drill right thru the spring and was able to drill a hole at an angle into the flat head bolt and put something into the hole to prevent the bolt rotating while I turned the nut. You will be surprised how little is material is holding that bolt in the anchor.
