Just an UPDATE,
Last lubed the blower motor Dec 2014 with 2 drops of oil on each end.
Two years later, it squeals again on cold morning.
So I just lubed it again.
This is my own experience, the lubing tricks lasts about 2 years.

My blower on my 2000 V70R died yesterday after emitting a moaning sound for the past few weeks. Took it apart, sprayed it clean and it worked but didn't seem to be at full strength as it once was so I decided to go to the junkyard and search for a replacement. Lucked out as there was a same year S70. Purchased the resistor pack and blower. I sprayed the blower with contact cleaner before I installed it and lo and behold, it blows stronger than my original one!
On a side note, both units were the original Volvo parts but the blower motors were both Delco.

Great thread... read all 14 pages.
I'll be replacing my bad Power Pack (I hope it's not the ECC head unit) and blower motor with a new FCP Bosch unit (motor is running fine and quiet but it is 24 yrs old) as my air flow has degraded slowly over the past year to where it is 10-20% of original. Also will add a new cabin air filter and housing on my '94 850T wagon that never had one. Nothing but the best for Wifey!
And only 180K miles...

If you have ECC, have you cleaned the cabin temperature sensors in the headlining behind the front door grab rails above both front doors?
They get choked with airborne crap and then the system cannot sense correctly and will reduce the effectiveness of what the system will give in terms of output.
Neil.
