1996 Volvo 850 stuck hood.

As the title says i went to open my hood today and its stuck shut. the driver side latch opens but the passenger doesn't. i looked around and tried removing the passenger side marker light but that seems to be a dead end. I know the cable is bad and i tried reaching my hand between the hood and fender and pulling on the wire but no luck. does anyone else have any ideas? can i reach the passenger lock from underneath?

It looks like a metal coat hanger might work:
