Cluster check engine light won't turn on

Hoping someone can help!! I recently purchased a 2002 Volvo S60, trying to get smogged but did not pass due the " check engine light " not coming on. Seems like that bulb was punched out. Went and found a used one at a dismantlers, and that would didn't work as well. Everything works on both clusters except for the "check engine light". Any suggestions??
