Hi All,
I own a 2007 XC-90 with a progressive electrical issue. Originally the front cigarette lighter, DVD player, and front passenger seat stopped working around the same time. Now the AC fan stops working (blowing) as well. I've checked all known fuses and seem to be in good order. The battery was changed a year ago. Any help or guidance would be greatly appreciated before sending it off to the dealership.

I think you got a bunch of unrelated failures. I'm not going to attempt to address them all at once.
Lets start with the front 12V outlet. If the back 12V outlet is working it, most likely the front 12V outlet is defective (open circuit) because both outlets draw power from the same circuit. That is both front and back are hook together in parallel.

The front and back (middle) outlets are both down. The very back outlet (rear) is working.

The very back is power by the rear fuse box.
The 12V outlets are old school, straight and simple.
With a test light or a Volt meter:
1. Check fuse F11 under the dash. Pull the fuse F11 and check for 12V in the socket (with the key on).
2. Connect negative to a known good ground. Touch the positive to the center terminal at the bottom of the front 12V outlet, take care not to short to the sides of the 12V outlet.
9/1 and 9/25 are the 12V outlets.

I checked the 12v outlet as advised and couldn't get a reading. I checked the ground on the Pass A-post. Well its was a clip that is parallel with left side fuse box except on the passenger side. 2 grounds are supposed to be on the A-post. I know that is not the actual A-post but still pretty close. I also rechecked all fuses and all were found in good condition.
What steps should I take next?
I also found a similar post dealing with my components and all point towards the CEM. I am not a car guy and have no idea how to test the CEM.

The a/c blower motor doesn't work at all on any speed? If not could be resistors for blower motor. Power seat is probably relay. But you need to verify if any of those items are getting proper Voltage.

You should always verify you have a good ground by probing other positive points until you get a reading, don't move on until a ground has been verified. You be surprised how many metal pieces that look like they should be a good ground are not.
Next: Pull fuse F11 and probe the fuse socket with the key on. See if you got voltage there.
