There is a level sensor in the bottom of the reservoir. I could be stuck or it may need to be replaced.

Yes, Yes and No.

P3300 – P3399 Manufacturer Controlled DTC.
P3388 does not translate to any Volvo DTC. A lot of the generic OBD readers do poor translations.
You need a better OBD reader.

You can get a direct fit MagnaFlow for V70s with naturally aspirated engines for under $500.00. MagnaFlow part number 51660.

Check the electrical cable to the TCM for defects, shorts, opens , dirty electrical contacts, loose electrical contacts ... ect.
