No reference was kept as to the position of the rod (aka the amount of tension).
QUESTION IS: is there anyway to find the correct position/amount of tension OTHER than any electronic tool or reader?

I would imagine just because you spun each pulley, doesn't mean anything when you can't spin fast enough, but most importantly, there is tension on the belt when on, which would apply some force on the pulley, probably enough for the noise to come on.
