Managed 27 mpg on a recent road trip. Mostly highway and rolling hills.
It's a solid 20 mpg in a mix of highway and street driving I do on regular basis.
Running 91 octane for a few tanks and 87 other time with miniscule differences.
35psi in the tires and a pregnant wife in the passenger seat...

You never said, but I assume the fan turns on when the A/C is switched on.
If not, do you have continuity from the unplugged black ground wire to the engine block?
Have you checked for codes?

Was just chatting with a local mechanic about diagnosis of possible chronic leakage from the evaporator on my 850...he said if you've been using dye in the system, it might show up (under black light) at the end of the drain line coming from the evap compartment.

I'm with Tri...check your block. Borrow some type of long precision straight edge from a machinist (or maybe the place you had the head surfaced) and see if you can stick a feeler gauge under it when it's on the block surface. I think the tolerance is supposed to be no more than .002 lengthwise ...

If you're running R-134a, your low side pressure should be between 10-33psi while the clutch is engaged, max air and blower on high...or close to it. If its lower during the cycle, you likely have a restriction. (look for frost). Stays high, air flow at condensor or air in the system maybe ...
