I was checking oil today and noticed that there appears to be some oil along the outside of the tube.
Does this mean I need a new stick or is there some other problem I should be concerned with.

The most difficult part was getting in to loosen the bolt by the seat that anchors the belt. I had not moved the seat up before disconnecting the battery. And the bolt is in an awkward location. Had an earlier post about repairing driver's side seatbelt. It is now done. Found the replacement from MySwedishParts.com for about 2/3 price of dealer.
