Why do my dash lights do this?

All of a sudden this happens every time I start my car. I'm looking at selling it soon and this isn't a good first impression. What's going on with it. https://vimeo.com/137066939

That's the ECc control unit telling you it has stored a fault code.
You need a DICE to read it or a high end OBD scanner like the Autel 802

Try it,but i doubt that anything which is not a Volvo scan tool will access ECC.

I read another forum post that ECC error is often caused by grease getting splattered over the electrical board of the damper motor by the reduction gears inside its case. Where is the damper motor how do I get to it?

For Christ's sake, you can't rest them, that a hard fault/code, you have something wrong with the climate system, it needs to be read at Volvo with the old scanner.

Op...raise the hood and check your cabin filter for crap grunge and leaves. If you get enough stuff in the recirc door the motor can't move it and you get the flashing lights.

You can also remove the glove box and confirm operation of the recirc door by watching the arm move.
