Paint crack on tailgate - rust?

What's the best way to fix this so it doesn't get worse?

are you sure that hatch isn't fiberglass?

sand it down and repair the paint.

It looks like it might have been bondo'ed and repainted there? No? I'd be tempted to pull all of that off, re-sand well and prime and paint it with real Volvo paint...they sell a spray paint. Of course, it this is a really "nice" '04 then I might think differently and get it done professionally. Either way, you need to see under it to see if there is bare metal. Being up in Canada with your winters, it will rust, yes, in no time!
