You will have to look for it. There was a TSB that moved it from steel tank to spare tire area, and no one knows if the P.O. had that work done or not

You don’t have a good connection of meter to the fuel rail. Try another adapter and make sure it depresses the pin on the rail connnection

I measured fuel pressure at the rail and is pulsing between 42 and 43 -it should be stabile-this indicate the membrane of the pressure regulator is broken
The fuel pressure sensor at the rail was replaced 2 x and did not solved the code 00089
I believe Fuel Pressure Regulator is located inside the pump assembly and I need to replace the pump to fix that-what do you suggest?

I have seen pictures of fuel pressure dampers that act to reduce small surges in fuel pressure at the fuel rail. However, when I just now checked my 2006 S60 fuel rail, there was no damper there. There is what appears to be a return fuel line from that location, instead.
This thread has a PDF showing the damper, and a noise from pulsation.

However, Jimmy57 reports in the following thread that the damper was moved internal to the fuel rail for better effectiveness for 05-06 models and later:

I have not heard of anyone needing to replace their fuel rail for this or other reasons.
This thread for an 05 xc70 had a P0088 and the PEM was involved, but that was a different code to yours:

I note you report checking the PEM control module and not seeing corrosion.
- Did you open the PEM unit or shake it?
Typically the PEM rots on the inside and I think you can hear rattling if you shake the unit, if that's the case. The heatsink falls apart and onto the circuit board shorting out the PEM. Problem common for PEM located outside the vehicle. Volvo had a service note to relocate units to trunk.

Fuel pressure spec 52-54 psi enigneon, and 29 psi after 20 minutes from turn off.
