You might try to loosen the starter and wiggle it to unjam it. You also may be able to remove starter, check the flywheel and starter teeth for damage and see if the starter will turn when loose from engine.

Have you tried to remove all the spark plugs and manually turn the engine over? If you thing the started has seized, remove that before trying this and see if the engine has frozen. No point condemning the engine to quickly. Removing the starter will also not be wasted as you will need to remove it if the engine is wasted anyway. Can you borrow a boroscope? If you can you can put it down the plug holes and look for damage on the piston crowns and broken rings. Also check the crown wheel teeth for damage where the starter motor was when it seized (assuming it did).

Turning the engine by hand has been the next step for several days now, I wouldn't bother with anything else until that's checked.
