It is a turbo, correct? and has how many hp? I can't figure out the wiki chart!
Also, the speedometer doesn't work, so miles are unlimited, but is that an easy fix?
I am going back to look at it today and do the glove test, good to hear that these items are mostly just maintenance and refresh of old decaying parts.
And yes, I will be doing the work myself.

LPT ok, I figured it out.

I have found out a few other things.
The TRACS light is always on....no matter what position the switch is in.
Also, the brakes work fine, but the pedal is kinda soft.
And the wipers on the headlight stick straight up. So is there a procedure to fix these and reset them back to the normal position.

TRACS is a super common failure, it is almost guaranteed to be the ABS module but occasionally it is something else. You can run it as is without anti-lock brakes, or you can get the module fixed https://www.midwest-abs.com/1998_S70.php.
Perhaps ancient brake fluid.
I just get rid of these headlight wipers on almost any old Volvo I buy, though others like to fix them. There are a lot of posts on the forum about how to fix them. The motors are a PITA to access on the passenger side, driver's not so bad.

Yes the headlight wipers gotta go. And doing some searching is leading me to believe I should check out the abs sensors in each of the wheels for the TRACS light

AWD was an option in 98 with LPT, but the car would be badged AWD and not GLT.
Easiest thing to do with the wipers is
1 - remove the wiper blades
2 - plug the washer fluid lines with something like a drywall screw, and tuck the lines away in the bumper
3 - unplug the power to the motors

Also, little bit of oil near the fill cap, I didn't have the key, so when I do I can do the glove test. (Hopefully it's just spillage from a top off) and hope it's not the pcv system.
And.... Does it have front and or rear fogs? I think the switch is for rear fogs (straight lines) and, can I install front foglights, normal easy job?
