2001 S60 ETM Throttle plate movement problem
Should the throttle plate on ETM spring back to closed position when moved? Mine seems to be sticky - see video

No, the throttle flap is not sprung to close. It's motor-driven with a servo-controlled motor. The ECM tells the ETB position-sensor the desired angle, then the motor drives the flap until the position-sensor is satisfied.
What can happen is that gunk builds up where the flap closes preventing full closure, and that can make the idle run lean. Cleaning the body cavity and throttle plate solves that issue.
