Fuel filler collar problem V70 2006

Hi; I am wondering if anybody has had an issue with filling their car with fuel?

If I put the gas pump in and give it a full squeeze, the fuel comes shooting straight back out of the collar so I am having to squeeze gasoline in super slow now.

Let me know if you are familiar with what is happening here and what is the fix.

There's a small charcoal filter on the vent that may be plugged with spiderwebs.

I concur, had that happened to me. Shop vac solved the problem.
