This is super common. Mine did it too. I ended up putting a furniture pad under the square rubber bump stop on the driver's side to give it a little more height. Worked like a charm and I haven't had to do the pull, lift, pull thing anymore.

There’s a red relay in the fuse box under the hood (the one closer to the dash) that runs the fuel pump. It’s a relatively common failure. Wow, lots of bad advice in this thread.
-98 uses Dexron III/Mercon ATF.
99+ uses either Pentosin CHF11S or CHF202.
This change is pump dependent, not rack dependent. You can use either fluid with either a SMI or TRW replacement rack so long as your fluid selection matches the pump
