Do it with the driver's glass lowered and:
- Engine off
- Engine running.

In both cases, with engine off and on, so long as the first key is in the ignition, the second remote will not work at all.

Another simple thing to check: With the key in the ignition (Pos 0) and door open, does your chime (ding-ding) activate? If you cannot hear the chime, the CEM is not detecting a key in the ignition. That signal is important as it prevents you from locking the doors with a key in the ignition. This ...

BTW, I called Volvo and they don't have any idea if this was normal. They suggested towing to the stealership. But they'd tow it there for free due to their "Lifetime free tow" owner benefit. This was new to me, but I'd never have it towed to the dealer unless I'm looking for pain.
