I find it truly amazing that Volvo has managed to build a vehicle that varies so markedly (well, almost absurdly) on fuel economy. Pull the module, resolder bad joints and put it back together (and dont forget the sealant). Not a major task (a little harder than the Brake Position Sensor though).

What codes are you getting?

Around town I get around 12-13 ltr/100k (22-23.5 MPG). On a fast highway run 8.5 ltr/100k (33.5 MPG) or if I'm a little more frugal I have had it down to 7 ltr/100k (40 MPG). That's in a 1995 850 GLT Auto Estate. All stock but I have replaced all the filters, oil, tranny fluid, leads & dizzy rec...
