Okay, so I got the bolts out of the ignition lock cylinder and the top section is disconnected and out of the car. The bottom section (the one with the key cylinder) is still connected to a blue cable which I think is called the Interlock Cable, but I am not sure. I think that to remove the blue cable the key has to be in position 1 in the ignition. My problem is that my key spins and spins and because the cylinder is broken I can't put it into position 1. Is there another way to remove the blue cable (really the black part of the cable that slides into the ignition cylinder)? I bought a new ignition cylinder from Volvo and would love to install it to see what my next problem is.

Yes, the lock cylinder tumblers do have to make it to key position I to remove that cable

Options, cut it and replace , junkyard part here , I might have one too.
Use the release button as an interim.

Abscate - Thanks for responding. A few questions - what does that cable control, and where does it connect on the other end? It appears to disappear down the steering column (which frightens me). What/where is the release button that you mention?

It connects the gear selector down on the console. It is the interlock that only allows starting in Park or neutral
