Problems after your Timing Belt Change?

I just had my 90,000 mile service on my 2001 S40 1.9T. The timing belt was changed and i got a tune up. Now the transmission doesn’t down shift unless you totally floor it and it doesn’t feel like the Turbo kicks in. Any ideas?
